Diamonds Under Black Light. None glow though with all other light sources off they do exhibit a faint bluish colour nothing as bright as a normal Black Light glow from something white under IR. Some glow red or yellow or any of a bunch of other colors. Hold the diamond in question under a long wave UV light also called a black light. Rotate the gem under the black light and view it from several positions.

I am upgrading my ACA pendant to a diamond with medium blue fluor and I want to buy an inexpensive penlight or flashlight that has the right wavelength to make my diamond glow electric blue.
What does this mean. This phenomena is called flourescence. Diamonds have a tendency to flouresce or glow under long wave ultraviolet light. When a diamond is exposed to ultraviolet light also known as blacklight it glows blue. Any soap or cleaner not rinsed away can affect the reaction to black light. Stones subjected to a lot of fluorescence also appear bright white.
